A health systems approach to an economic evaluation of nurse mentoring models in India

The Nossal Institute is undertaking an evaluation of nurse mentoring programs for maternal and reproductive health through a comparative cost-effectiveness analysis of five nurse mentoring models across three states of India. The project outcomes will include policy recommendations for key stakeholders on future program funding and scale-up. The research program involves evaluation of variations in the content, duration, costs, effectiveness indicators, and context of the models where a range of innovative, systematic, analytical techniques and approaches have been used to account for these variations, and thereby ensure generation of the most robust models possible. The team is exploring nurses’ knowledge and skills, nurses’ practices, and health outcomes such as maternal and newborn mortality. The work includes undertaking detailed mapping of the five nurse mentor interventions to comprehensively document program content and implementation with related outcome data. It includes negotiating access to costing, process and outcome data from implementing partners, scoping other available data sources, and identifying data gaps relevant to the comparative analysis. An active dissemination phase includes workshops in India; planning for the production of peer-reviewed publications; and the development of policy briefs outlining recommendations for scale-up of nurse mentoring programs based on comparative cost-effectiveness, taking into account costs, effectiveness, and context. This projected is funded by the Bill and Melinda Gates Foundation.
