Noor Shah Kamawal

Noor Shah Kamawal is an expert in health system strengthening with a strong focus on improving access to, and quality of, healthcare services.

Noor graduated from Nangarhar University, Jalalabad, Afghanistan with a Medical Degree (MD) in 2007. He has received two masters in Epidemiology and Evaluation, in 2012 and 2021 respectively, at the University of Melbourne.

From 2008 to 2021, Noor worked with the Ministry of Public Health in Afghanistan as the Coordinator for AIDS program, Director for Health System Strengthening, CEO for the National Medicine and Healthcare Products Regulatory Authority and Director General for Afghanistan National Public Health Institute.

In collaboration with UNICEF and WHO country offices, he has worked with Gavi and Global Fund to improve access to and quality of healthcare services, build capacity of human resources in primary healthcare settings, establishing medicine and healthcare regulatory authority in Afghanistan, research and evaluation to ensure good governance and leadership development.

Noor’s research interests are focused on communicable diseases, evaluation of regulatory systems and gap analysis for health system strengthening.
