From Risk to Rewards: Incentivising Preventive Health through Genetic Risk-Informed Life Insurance
Presenter's biography:
Jamaica’s research focuses on health economics and precision medicine, with recurring questions around insurability shaping her current doctoral work. She is a pharmacist by training, with postgraduate training in Health Technology Assessment from Mahidol University. She later worked in the HTA Unit of the Philippine Department of Health before moving to the National University of Singapore, experiences that together broadened her HTA expertise across Southeast Asia.
Abstract:
This thesis examines whether incentive-based life insurance could recognise prevention and managed hereditary risk without weakening protections against genetic discrimination. In Australia, new restrictions limit insurers’ use of genetic information, yet concerns about adverse selection remain. This thesis examines this question by mapping the ethical, legal and social issues associated with incentive-based insurance; assessing the feasibility and acceptability of such policies; and evaluating their economic and actuarial implications through hereditary breast cancer as a case study.
