Title: Social insurance scheme design and accessing compensation after injury

Abstract: Social insurance (e.g. Medicare, Centrelink) ensures no one falls too far behind, even if they can’t always afford a personal safety net during difficult times such as unemployment, illness or injury. For those who suffer injuries, the two largest systems of personal injury insurance are Workers’ Compensation and Compulsory Third-Party (CTP) insurance. These systems are designed with two, often competing, primary objectives: (1) to ensure a financially sustainable scheme, and (2) to get people’s lives back on track by delivering financial protection through services or payments.

This seminar will examine two case studies on social insurance scheme design in relation to these competing scheme objectives: (i) Legislative reform in NSW workers’ compensation, leading to a cohort of long-term injured workers transitioning from Workers’ Compensation to Centrelink benefits, (ii) National rates of CTP claiming across different compensation models (statutory no-fault benefits vs. common law) and insurance sectors (public vs. private).

Bio: Dr Daniel Griffiths is a senior research fellow in data analytics at the Melbourne School of Population and Global Health. Daniel joined MSPGH this February to apply his expertise in analysing health data to ongoing projects measuring low-value care and assessing inequity in healthcare utilisation.
