Developing a self-sustaining financing strategy for SAMES

Project Details

The Government of Timor-Leste through the Ministry of Health (MOH) is committed to ensuring available, accessible, and affordable health services for all in Timor-Leste.  The central medical store, Servico Autonomo de Medicamentos e Equipamentos de Saude (SAMES) has the mandate from parliament to procure, store and distribute medicines, consumables and laboratory items for the public health services.

The objective of this consultancy is to determine the overall financing strategy required by SAMES based on four different institutional models under consideration by the Government of Timor-Leste.

We will be analysing recurrent operational costs, costs for improving the supply chain infrastructure and strengthening HR capacity, as well as pricing of medical products, and strategies for building financial management capacity.

We will work in collaboration with SAMES and the MOH as well as  the Essential Drugs and other Medicines Unit, WHO South-East Asia Regional Office (SEARO), and the WHO country office in Timor-Leste to  review reports, publications and financial statements to determine financial implications of different institutional models suggested for SAMES.

We will make recommendations to strengthen SAME systems and produce a detailed financing strategy to be shared with the MOH.
